My view on this is that you do not need to have all the books in a series written before you query - but you should absolutely have the first one or preferably two written, as well as an outline of your ideas for subsequent books in the series. My experience with series books is that the direction they take is often influenced by the market, and of course by the success of the initial book - so although you should have some clear ideas about future books, you want to remain flexible as to where and how the series develops.
